Julia Antipova is the Head of PPP and Infrastructure practice at CLS.

During 10 years of work in PPP, Julia obtained unique experience in providing support for major investment projects implemented on the basis of PPP and related mechanisms. Along with road projects, the main areas of her specialization are airport infrastructure development projects and PPP projects in IT and health care.

Julia provides comprehensive support for infrastructure projects, including structuring of project concepts, development of concession and PPP agreements, drafting and approval of loan and contractor agreements. Julia also advises on issues of implementing signed concession and PPP agreements.

Julia has broad experience in representing both private and public partners, as well as the financing organization, which allows her to have a deep understanding and to consider in detail the needs of every party involved in the deal, as well as to coordinate the interaction of all project participants and provide support for complex negotiations with a large number of stakeholders.

Prior to joining CLS, Julia worked as a lawyer in a St. Petersburg executive state body authorized to conduct PPP policy, as well as in a company that participates in one of the largest PPP projects in Russia as a private partner.

• Advising on various aspects of implementing the Western High-Speed Diameter auto road in St. Petersburg, including advising on the legal status of land plots and other real estate involved in the project, procedures for achieving the financial closing for the project and other issues tied to project implementation;
• Legal support for the preparation and implementation of a PPP construction project on social infrastructure facilities in Pushkin district of St. Petersburg, including elaboration of a legal model for project implementation, preparation of necessary documents, legal support in the course of the tender and signing the PPP agreement;
