Procedure for establishing boundaries of seaport approved

At the end of 2018, Decree No.1775 of the Russian Government dated December 30, 2018 approved the procedure for establishing boundaries for a seaport.
The procedure is adopted in furtherance of the federal law on seaports and determines the following:
- Grounds for adopting decisions on establishing, changing or expanding boundaries of a seaport.
- List of persons who could initiate the adoption of such decisions in respect to boundaries of a seaport.
- List of necessary materials;
- Timeframes within which the authorized bodies must adopt the appropriate decisions.
The procedure for establishing boundaries of a seaport takes legal effect starting January 17, 2019.
We should note that in 2017 the federal law on sea ports underwent extensive changes aimed at improving the legal regulation pertaining to creation of sea ports, construction of infrastructure facilities, as well as regulation of land and property relations in seaports. In addition to the procedure for establishing boundaries of a seaport, the most “anticipated” legislative acts of the Russian Government at present are those on creation of a seaport and the procedure for determining the amount of the investment port fee along with the collection and application thereof.
