“The Federal Law that substantially changes the current procedure for granting land parcels from the state or municipal property for construction purposes, will come into effect on March 01, 2015 and will introduce fundamentally new mechanisms for regulating land relations. Current procedure for granting public lands for construction purposes has long been in need of reform by reducing administrative barriers and excessive red tape and through the increase of transparency for the procedures used. Key developments affecting the developers’ interests and their possible effect are planned to be considered in the course of the session,” – stated Elena Stepanova, Partner at Capital Legal Services.
