Capital Legal Services became partner and key expert at the strategic forum “Transport Systems of Russia”

The strategic forum “Transport Systems of Russia: Investing in Mobility and Integration” devoted to transport infrastructure development was held on July 2-3, 2015 in Moscow.
The forum was organized by the Center for Public-Private Partnership (PPP) Development with the support of Capital Legal Services, as well as support of the Ministry of Transport of the Russian Federation, Moscow Government and the State Company Russian Highways (Avtodor).
The strategic forum is a unique and important event. The key entities whose activity relates to the Russian transport infrastructure development, including leading representatives of the Russian Government and State Duma, appropriate ministries and departments, heads of regions, Russian and foreign investors and advisors, as well as leading experts in the transport sector, all met in one place.
Based on many years of successful experience of implementing PPP projects in transport and transport infrastructure, Capital Legal Services took an active part in forming the program of the forum jointly with the Center for PPP Development. The program included the most vital issues which attracted a keen interest of the participants. Within the framework of the strategic forum, Pavel Karpunin, Partner at Capital Legal Services, reported on the topic of “Legal opportunities of integrating light rail transport into the transport system of an agglomeration” and covered the key issues of implementing the private-partnership projects in the area of transport infrastructure.
“Using PPP in the transport sector is actively developing, which is expressed in the growing demand for the integration and consolidation of projects, types of infrastructure and functions of facilities,” comments Pavel Karpunin, Partner at Capital Legal Services, “We are seeing attempts of various regions to initiate PPP projects on creating light rail transport and multimodal transfer hubs, and that the demand for multifunctional automated systems is growing (for example, combining registration of violations of traffic regulations with the weight and dimensional control).
“Irrespective of the fact that legal restrictions greatly influence such complex solutions and projects, the need to implement them is an incentive for developing PPP and industry-specific legislation. That is why discussing integrated transport projects in the course of an open meeting involving all interested parties is important and allows speeding up the transition from the work on legislation to work with projects.”
The forum delegates gave high appraisal to the informative content and practical orientation of the report prepared by Pavel Karpunin.
Capital Legal Services represented by Pavel Karpunin received personal acknowledgment from the Chairman of the PPP Committee of the Chamber of Commerce of the Russian Federation and Chairman of the Management Board of the Center for PPP Development P.L. Seleznev for the unique contribution to success of the strategic forum “Transport Systems of Russia.”
