THE AVIATION INDUSTRY PRACTICE GROUP |
The aviation group at CLS is primarily focused on business aviation and regional aviation. CLS is counsel to a number of leading US and European charter companies that conduct flights to and within Russia on aircraft not registered in Russia, and is closely following developments in a liberalization of Russian regulation of domestic flights, even charter flights, of non-Russian registered aircraft.
CLS is currently advising upon the creation of a fixed base operation in Moscow and two acquisitions of Russian aviation enterprises that will be used in business aviation. CLS is advising on the acquisition of corporate aircraft that are being acquired in 2010 and which are to be based in Russia. CLS also advises on joint ownership and fractional ownership of aircraft, and tax planning for business aviation.
CLS is a member of, and outside legal counsel to the Russian United Business Aviation Association, and is advising industry leaders on aviation regulatory and tax matters. CLS is leading a project to advise the Russian government on amendments to existing aviation law that is currently largely limited to commercial aviation, containing no separate regulation for business aviation or on demand aviation. The Russian government is taking steps to make it economically and legally more attractive for Russian owners of corporate aircraft to base their aircraft in Russia.
The firm maintains close relations with aircraft brokers, management companies and legal co-counsel on aviation law matters in Europe and the United States, as well as with leading members of the Russian business aviation community.
The aviation group is led by Mr. Bloom who has completed approximately 30 transactions involving the purchase and sale of corporate aircraft, including practicing aviation law full time in Washington, D.C. in one of the US leading corporate aviation law firms during which time he represented several Russian corporations in their acquisitions of corporate aircraft.
